Prepare for the Long Run: Strategies for Affecting Governmental OER Policy Developments by International Organisations

This research investigates the strategies used by international organisations (IOs)—such as UNESCO, the Commonwealth of Learning, the European Commission, and the OECD—to influence the development of governmental Open Educational Resources (OER) policies between 2002 and 2019. While IOs have been central to the global OER movement for over two decades, there is a lack of empirical evidence on the specific actions they have taken and their effectiveness in shaping national and regional OER policies. This study fills that gap by identifying and analysing OER policy instruments used by IOs and assessing their perceived impact and effectiveness from the perspectives of both IO representatives and government policymakers, advisors, and experts across 33 countries, states, and provinces.
