Abstract
Around 1998, nine Dutch municipalities investigated the possibilities of using camera surveillance to reduce what was called petty crime. The municipality of Ede acted for the central government as a pilot. Which rules were needed, how would the residents react to placing camera's in the city center, and what would the result be in terms of increased security.
