Abstract
In the Netherlands, the Archiefwet (archival law) mandates that government records of enduring value be transferred to an archival repository after 20 years, creating a division between governmental and archival information management, often an organizational one. This separation, combined with digital complexities, has led to challenges for both archive creators and archival institutions. Outplacement—migrating government information to a third party that provides storage and access—offers a potential solution.The Dutch National Archives recently introduced the DUTO framework to help government professionals design and assess information systems to meet legal requirements. This research developed a design method based on DUTO for value stream and business capability mapping, which was tested through a use case modelling outplacement. Protocol modelling was used to validate the model and assess the method.
Findings showed that value stream and capability map design could be achieved using DUTO’s process and function building blocks. However, a detailed business process description was necessary. The study also highlighted the relationship between functions and capabilities in modelling, suggesting that not all functionality needs to be modelled at the protocol model level. Instead, some functions should be represented as sub-level capabilities within the capability map for better clarity.
