Abstract

This paper examines the efficacy of resource allocation criteria in achieving stakeholder satisfaction within multi-project portfolio environments. It transitions from an exploratory to a validation research methodology after preliminary findings suggest the reinforcement of existing knowledge
rather than the discovery of new insights. Through qualitative analysis of semi-structured interviews with industry professionals, employing open and axial coding, the study validates and extends predefined success criteria for resource allocation.
Key findings emphasize the importance of maintaining dynamic project priorities, managing capacity per project phase, limiting multitasking, and ensuring optimal workload balance. The study highlights the need for Agile methodologies and responsive capacity planning to handle the dynamic nature of project management effectively. It also identifies the critical role of effective communication, team cooperation, robust staff satisfaction, and learning opportunities as determinants of successful project outcomes.
Conclusions indicate that resource allocation is a complex, multifaceted practice that requires adaptability and a focus on staff development and well-being. Recommendations include adopting Agile practices, using resource management tools, and fostering an environment of continuous
learning and open communication. The paper suggests avenues for future research, including the exploration of resource allocation across diverse industries, longitudinal impact studies, and the integration of emerging technologies.
